Most loans cut you a check and you are responsible for getting the money where it needs to go. In that case you can spend the money on what you want and there is no way of tracking if you are buying scrubs or alcohol with the money. The responsibility is yours. Other loans are paid directly to the school through their finance office. But even then, most of the time there are additional funds available to pay for other school related expenses. A lot of these loans will issue you a debit card that allows you to make purchases from certain retailers that are verified as suppliers of school neccessities. You need to find out what kind of disbursement the loan you applied for utilizes and that will tell you how you can spend the money. ALSO, check to see if you have grants available for your schooling. Grants are better than loans because you don't have to pay them back, and they simply cut you a check that you can use any way you please. Any money left will then be given to you as a refund (you may have to ask for this though; some schools keep the extra for later bills by default). Can't? I didn't think so. It is the republican stance that it is long past time we got back to the LIMITS placed on the federal government by the Founders of this nation in the Constitution. The best way to "solve the health care problem", if there really is such a thing, is to GET THE FEDERAL GOVERNMENT OUT OF THE WAY. Everything the federal government interferes in sees quality drop like a rock while costs and regulations soar like a jet on afterburner.
